Position Purpose

The Director of Elementary Education provides leadership and support to elementary school principals. Collaborates with district personnel including school administrators and district curriculum staff to create short and long-range plans to support the instructional needs of students and teachers in PCS.

Position Analysis

Performance of this job will be evaluated in accordance with provisions of the Board and local policy on evaluation of personnel.




Minimum Qualification Standards

Knowledge, Skills, and Abilities

  • Effective communication and interpersonal skills.
  • Knowledge of pre-K-5 curriculum.
  • Knowledge of technology resources and systems.
  • Knowledge of adult learning processes and pedagogies
  • Understand abstract and concrete variables 
  • Perform basic math functions to understand and interpret data, to balance  budgets 
  • Experience in research design and program evaluations 
  • Listen and communicate effectively in order to gather, convey or exchange  information, including giving instructions, assignments or directions to others
  • Interpret and carry out written and oral directions

Education, Training, and Experience

  • Master’s Degree or Higher, Coursework toward Ed.D. preferred
  • Experience as a Curriculum and Instructional Specialist 
  • Classroom Teaching Experience 
  • Experience as Administrator

Certification and License Requirements

  • Valid NC School Administrative License

Special Requirements

  • Valid North Carolina Drivers License

Essential Duties and Responsibilities


  • Work with the Superintendent and Chief of Instruction to promote, implement, and support the  philosophy, goals, objectives, programs, and initiatives of the Pender County Schools. 
  • Meet with and provide support for Elementary School Principals and Assistant Principals.
  • Develop and maintain county wide curriculum documents. 
  • Coordinate and support the implementation of district and school level staff development  opportunities. 
  • Monitor and assess mastery of the NC Standard Course of Study objectives and outcomes including  the Future-Ready Core Curriculum, Essential Standards, and Common Core Curriculum. 
  • Promote and coordinate vertical alignment from the elementary level to support the middle and high  schools. 
  • Promote and coordinate transition initiatives between elementary and middle schools. 
  • Coordinate summer school support for K-5 students. 
  • Provide support for early intervention in order to increase the graduation rate. 
  • Promote the integration and use of instructional technology across the curriculum. 
  • Develop/oversee/maintain elementary curriculum web pages on the PCS website. 
  • Support teachers and administrators in using formative and benchmark assessments.
  • Review and develop consistent grading practices and the reporting of grades to parents. 
  • Provide support for teachers and administrators in the analysis of test data and school improvement.
  • Coordinate the selection of textbooks for elementary schools. 
  • Represent PCS in the Curriculum and Instructional Network  
  • Review policies and make recommendations to the Superintendent and Board of Education for  changes. 
  • Provide support and coordinate the activities of the Elementary Instructional Coaches.
  • Supervise and evaluate the Elementary Instructional Coaches.
  • Support of K-5 MTSS implementation in order to increase positive academic, attendance, behavioral and  social/emotional outcomes for students.  
  • Work with other directors and central office staff to develop and provide a system-wide curriculum  that is consistent with the expectations established by the Superintendent and the Board of  Education.  
  • Work with other directors and central office staff to develop and provide system wide Title 1 support.
  • Provide assistance to district and school personnel on Title 1 planning, monitoring, and activities.
  • In collaboration with other Instructional Directors: 
    • Analyze/interpret group data results and present informative reports and statistics to  various interest groups in an accurate, understandable, and timely manner. 
    • Develop and conduct in-service educational activities for the improvement of teaching  practices in the area of the test construction and how to use results in school improvement. 
    • Consult with administrators and teachers (K-12) to implement, evaluate, and recommend changes to practices and to assist teachers to actively use data to monitor instructional practices 
    • Lead staff development opportunities for schools in the analysis of data using a variety  of tools, such as Microsoft Excel
  • Other duties as assigned 




Working Conditions

Physical Demands

While performing the duties of this job, the employee is sometimes required to sit. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms, and talk or hear. The employee is regularly required to stand and walk. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. Must be able to drive to a variety of school sites.

Work Environment

While performing the duties of this job, the employee regularly works in indoor classroom conditions and regularly works near a video display. The noise level in the work environment is usually moderate. The work is typically performed in the Classroom Office. Daily contact is made with all classified employees, teachers, administrators and students in person.
